The Azerbaijan Football Federation is building a unified youth football ecosystem with Eyeball.

When a football federation decides to standardize how its clubs evaluate players, the first challenge is rarely technical. It’s organizational. Getting clubs, academies, coaches, and scouts working from the same information — at the same time, across the same age groups — is harder than it sounds.

The Azerbaijan Football Federation, AFFA, is working to solve exactly that. Football is getting younger. First-team debuts are happening earlier, squad age profiles are trending down across the professional game, and nearly 40% of total transfer spend is now directed at players under 23. Youth development has stopped being a long-term investment program. It is now a central part of how clubs generate revenue.

Success for federations ultimately lies in a sustained commitment to youth development, from elite pathways to the grassroots. It is crucial for them to centralize intelligence and measure impact across one ecosystem, where video, data, and reports accumulate over time.

Most federations, however, have not built that infrastructure at the national level. Youth development data tends to live in fragments. One club uses analysis software. Another keeps performance notes in spreadsheets. A third relies entirely on what a scout remembers after a long weekend of fixtures. 

When a federation staffer tries to identify which U16 players are ready to step up to the U17 squad, the candidates are not always easy to compare. The video sources differ. The metrics differ. The age-group benchmarks may be inconsistent, or missing entirely.

Not Just About Being Seen

When it comes to talent identification, visibility is not just about being seen. It is about being understood.

That distinction matters in youth scouting. A player can appear in a match, get watched by a scout, and still not be properly understood. One game can mislead. A bigger opponent, a growth spurt, a new position, or a team that barely gives him the ball can all distort the picture. At youth level, current output and future ceiling are rarely the same thing.

One well-documented example of this is the Relative Age Effect. In European academies, more than 55% of players were born in the first months of the year. Physically more mature at the same age, they are picked, developed, and retained while their later-born peers are cut. By senior level, that statistical anomaly has almost entirely disappeared — which means the selection bias was not identifying better players. It was identifying bigger ones.

A system built around a single live observation or an isolated highlight reel cannot solve that problem. A better system does not remove judgment. It gives judgment more evidence: full-match video, performance trends, and player history that puts one game in context.

A Unified Ecosystem for AFFA

The partnership between AFFA and Eyeball is built around making that kind of sustained, structured evaluation available at the federation level across Azerbaijan.

In practice, a scout evaluating a 16-year-old midfielder from a Baku academy can review full-match footage across multiple games, track how he performs against different tactical setups, and compare his profile against players in the same position and age group elsewhere in AFFA’s system.

A federation coach selecting a U17 squad can put 30 candidates side by side using the same evidence: footage from the same season, metrics built the same way, and benchmarks drawn from the same player pool.

Video Analysis as Federation Infrastructure

Clubs at the professional level have been using football video analysis as a standard part of their recruitment and coaching workflow for years.

It can function as shared infrastructure, a layer that connects different parts of a football ecosystem rather than serving only one team’s performance department.

Coaches can follow development across multiple seasons. Scouts can pre-screen players before traveling. Federation staff can identify gaps across the wider system. Clubs without major analysis departments can still participate in a more professional evaluation process.

Building Long-Term Visibility

Azerbaijan is not scouted with the same regularity as England, Brazil, or the Netherlands. For a talented 17-year-old there, the gap between being good and being known is wider than it is for a player in Madrid or Manchester.

When AFFA builds an infrastructure where player profiles, match footage, and performance data are organized in one place, it creates a clearer pathway for Azerbaijani talent to be evaluated beyond the country’s borders.

A scout reviewing a shortlist before a scouting trip can pull up full-match video from an Azerbaijani player weeks before boarding a flight. A club in a different country can compare that player against similar profiles from across Eyeball’s 43-country network.

While not a replacement for live scouting, it invites a more considered approach to scouting.
